An Arrest Is Not a Conviction
An arrest record is not proof of guilt. Charges can be declined, reduced, dismissed, or resolved in a defendant's favor, and a booking entry says nothing about how the case ended. Records may also be sealed by court order, corrected, or amended after the fact, which means an old copy can misrepresent a person's current legal status. Before drawing any conclusion about a person, verify the disposition with the maintaining office, such as the Columbia County Circuit Clerk, the sheriff, Arkansas State Police, or ACIC.
Treat every record you find as a starting point, not a verdict. Only the office that maintains the record can confirm what it currently says and whether it is still releasable.

If a decision depends on what a criminal record says - a court date, warrant status, custody status, registry listing, or state criminal-history result - get the answer from the office that holds the record. In Columbia County, that may mean the Circuit Clerk, Search ARCourts, the sheriff, Arkansas State Police, ACIC, Arkansas DOC, or the Arkansas Sex Offender Registry. An official or certified copy has to come from the issuing office.
